The poem was written by 唐杜甫 táng dù fǔ.  唐杜甫 táng dù fǔ is the name given to the renowned poet Dufu 杜 甫 dù fǔ of the Tang Dynasty 唐代 táng dài.

春夜 chūn yè means "spring night"
喜雨 xǐ yǔ means seasonal rain or the welcome fall of rain
(welcome is used as an adjective 形容词 xíng róng cí here)
  n excerpt  the poem goes like this:

好雨知时节
hǎo yǔ zhī shí jié
The good rain knows when the time is right

---

当春乃发生.
dāng chūn nǎi fā shēng
thus, falling only in springtime.

---

随风潜入夜
suí fēng qián rù yè
Wind-borne and carefree, it steals into the night

---

润物细无声.
rùn wù xì wú shēng
silently and delicately it moistens as it touches.

---

野 径云俱黑
yě jìng yún jù hēi
The country paths are shrouded in darkness

---

江船火独明
jiāng chuán huǒ dú míng
but for a solitary light that shines from a riverboat.

---

晓看红湿处
xiǎo kàn hóng shī chù
Dawn breaks and a sea of red meets the eye -

---

花重锦官城
huā zhòng jǐn guān chéng
Chengdu is now laden with a riot of flowers.
